Security &
Counter-Terrorism
See something, do this
Side A
If This Happens – Do This
  • 1Suspicious item – hidden, wired, leaking, smells, oddly placed, or you’re just not sure: do NOT touch or move it. Keep people away. Note what and where. (Plain forgotten item? Lost property – SOP-10.)
  • 2Call 000 if you suspect a threat. Then notify Operations.
  • 3Suspicious behaviour: observe, don’t confront. Note who, what, where, when. Report it.
  • 4Threat made to you: stay calm. Note the exact words and description. 000, then Operations.
  • 5Follow police directions – including evacuation – without delay.
  • 6Afterwards: Incident Report in Mitti before end of shift.
Never touch a suspicious item
Do not touch, move, open or cover it. Move people away and call 000.
Observe and report – never confront
Your job is information, not intervention. Someone aggressive towards you? Calm voice, distance, don’t argue – de-escalate (SOP-09).

2 Purpose

This SOP tells you what to do about suspicious items, suspicious behaviour and threats – and how to keep your vehicle secure.

3 Applies To

All drivers on TBS services – TBS employees and contracted drivers alike (not the drivers of self-managed operators, who follow their own procedures) – on route and in depots. Steps marked Supervisor are performed by Operations or security.

4 Scenarios – Trigger → Action

Find the situation that matches, and do the steps in order. In every case: distance, detail, report.

Scenario A – Unattended or Suspicious Item
  • 1
Driver Do not touch, move, open or cover it.
  • 2
Driver Ask nearby passengers calmly if the item belongs to anyone.
  • 3
Driver No owner? Move people away from the item. Stop the bus safely if in motion.
  • 4
Driver Call 000 if you suspect a threat – describe the item, its location, and anything you saw. Then notify Operations.
  • 5
Driver Follow directions from police and emergency services, including evacuation.
Most items are just forgotten
Most unattended items are lost property – SOP-10 · Lost Property. Treat an item as suspicious if it is hidden, oddly placed, has wires or smells, or the circumstances feel wrong. When unsure – treat it as suspicious.
Scenario B – Suspicious Behaviour
  • 6
Driver Observe. Do not confront. Keep your distance and stay calm.
  • 7
Driver Note the details: who (description), what they did, where, when, direction of travel.
  • 8
Driver Report to Operations – or 000 if you believe there is immediate danger.
Aggressive, not suspicious?
A passenger who is angry, abusive or aggressive towards you is a conduct matter, not a security threat: calm voice, keep your distance, do not argue, give them a way out – SOP-09 · Aggressive or Abusive Passenger. It becomes a security matter when there is a weapon, violence, or a threat to life – then 000.
Scenario C – A Threat Is Made (Verbal, Phone or Written)
  • 9
Driver Stay calm. Do not argue or escalate.
  • 10
Driver Stay in the driver’s cabin – the screen or barrier is your protection, do not step out from behind it. If the person making the threat gets off the bus, close the door.
  • 11
Driver Remember the exact words. Write them down as soon as you can, with the time and a description of the person.
  • 12
Driver Call 000, then Operations. Follow their instructions.
  • 13
Supervisor Start the emergency response plan, work with the police, and keep services running. Secure the CCTV footage.
  • 14
Driver If the media approach you: say “I’m not in a position to comment” and refer them to Operations on 07 3733 3599. Never comment, speculate, or share footage.
Scenario D – Vehicle Security (Every Shift)
  • 15
Driver Leaving the bus unattended? First ask: am I at the depot or closure site, or out on the road?
    • At the depot or closure site (end of shift, or parked in the yard between runs): doors closed, not locked. Keys in the ignition. Isolator off last (SOP-11).
    • Anywhere else (a layover street, a stop, a break away from the yard): engine off, lock all doors and compartments. Take the keys with you. Back on the bus? Walk through it first.
  • 16
Driver Stepping off the bus for a moment – a phone call, warning triangles, a quick check outside? Engine off, key with you, every time, empty or full, and stay where you can see the door. A bus is never left with the engine running.
  • 17
Driver Back from a break? Do a quick walk-through before departing: anything left behind, anything out of place.
  • 18
Driver Vandalism or a break-in (or an attempt)? Do not disturb the scene. Notify Operations; they call the police when needed.
CCTV is a critical control
Cameras must never be covered, obstructed or damaged. Never tamper with, cover, or interfere with cameras – on any vehicle, for any reason.
Scenario E – Recording Devices & Cyber Security
  • 19
Driver Never record passengers, colleagues or the public – no phone video, smart glasses or wearables. Photos of a scene, a hazard or a fault for a Mitti report are allowed (SOP-06).
  • 20
Driver Protect your logins. Never share passwords. Report a suspected compromised account immediately.
  • 21
Driver Suspicious email or message on a company device? Do not click. Report it to your supervisor or IT support.
After Any Security Event
  • 22
Driver Complete the Incident Report in Mitti before the end of your shift (SOP-06) – even if police or Operations already know.
